The Successful Applicant
To qualify for this position applicants must meet all requirements within 15 days of the closing date of this announcement. TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements by the closing date of this announcement. For a GS7 position you must have served 52 weeks at the GS5.For a GS9 position you must have served 52 weeks at the GS5. The grade may have been in any occupation but must have been held in the Federal service. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Note: TimeInGrade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Individual Occupational Requirement:Bachelors degree or 4 years of education above high school leading to a bachelors degree in behavioral or social science or a related discipline appropriate to this position.ORCombination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.ORFour (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position at the GS7/9 level. Specialized Experience GS7: One (1) full year of specialized experience that equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the Social Science Program Coordinator position and that is in or related to the work of the position to be filled. To be creditable this experience must have been equivalent to at least the GS5 level in federal service to qualify at the GS7 grade level. Specialized experience for this position would consist of: Knowledge of health coaching structure process skills and techniques. Knowledge of current research literature related to health and wellness including behaviors that promote wellness and those that are detrimental. Ability to use automated systems and interpersonal and communications skills. Ability to retrieve track and trend information needed for reporting related to health coaching. Knowledge of ethical code and rules of conduct for health coaches.ORSubstitution of Education for Specialized Experience GS7: One (1) full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position and been obtained at an accredited college or university. Superior Academic Achievement is based on class standing gradepoint average or honor society membership. Class Standing Applicants must be in the upper third of the graduating class in the college university or major subdivision such as the College of Liberal Arts or the School of Business Administration based on completed courses. Gradepoint Average Applicants must have a grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major filed completed during the final 2 years of the curriculum. Election to membership in a National Scholastic Honor Society Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Transcripts Required.ORCombining Specialized Experience and Education GS7 Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Social Science Program Specialist (Whole Health Coach) position may be substituted to meet the experience requirements of the position at the GS7 grade level. Transcripts Required. Specialized Experience GS9: One (1) full year of specialized experience that equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the Social Science Program Coordinator position and that is in or related to the work of the position to be filled. To be creditable this experience must have been equivalent to at least the GS7 level in federal service to qualify at the GS9 grade level. Specialized experience for this position would consist of: Knowledge of health coaching structure process skills and techniques. Knowledge of current research literature related to health and wellness including behaviors that promote wellness and those that are detrimental. Ability to use automated systems and interpersonal and communications skills. Knowledge of VA inpatient and outpatient programs and operations admissions scheduling sharing agreements and travel as well as operational knowledge of laws and regulations relating to the protection of the privacy of medical information. Ability to retrieve track and trend information needed for reporting related to health coaching. Knowledge of ethical code and rules of conduct for health coaches.ORSubstitution of Education for Specialized Experience GS9: Must possess two (2) years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position and been obtained at an accredited college or university.ORCombining Specialized Experience and Education GS9: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Social Science Program Specialist (Whole Health Coach) position may be substituted to meet the experience requirements of the position at the GS7 grade level. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
