The Successful Applicant
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. A masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. To verify that a social work degree meets the accreditation standard for a master of social work access the CSWE website at http://www.cswe.org/Accreditation/organizations.aspx. (Copy of transcript must be submitted) Licensure. Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Individuals assigned as Social Worker Program Coordinator must be licensed or certified at the advanced practice level (LCSW or equivalent). (Copy of licensure/certification must be submitted) English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Policy. Grade Determinations:GS14 Social Worker Program Manager. At the GS14 grade Social Worker Program Managers are assigned to manage direct and oversee a major specialty treatment program at a multidivision facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. Typical assignments at the VISN or VACO level include overseeing a VISN homeless program or care coordination program or a national program such as the Fisher House Program. They have responsibility for staffing work assignments budget clinical services provided and admission criteria for the program daytoday program operation and all reporting requirements. Additionally program managers at this grade generally have collateral assignments determined by the needs of the local facility the VISN and/or VACO. Experience Education and Licensure. Applicants must possess one year of specialized experience equivalent to the GS13 level. Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment demonstrating progressively more professional competency. They may have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition they must demonstrate the professional knowledge skills and abilities below. 1. Indepth knowledge of the program coordinated and demonstrated knowledge and ability to write policies procedures and/or practice guidelines for the program.2. Knowledge and skill in management/administration which includes supervision consultation negotiation and monitoring.3. Ability to supervise multidisciplinary staff assigned to the program.4. Ability to organize work set priorities meet multiple deadlines and evaluate assigned program area(s).5. Ability to provide training orientation consultation and guidance within clinical specialization of practice. Preferred Experience: Demonstrate the ability to develop the qualities of successful management and to build strong working relationships among people and organizations with diverse interests and/or opinions. Working knowledge of the Mental Health and Suicide Prevention operations at the facility level metrics and quality improvement tools and have familiarity of the program operations and policies. Specific experience in deployment of Mental Health business operations for example as a chief of mental health or deputy chief of mental health implementing VHA policy ensuring access to care adequate use of resources through productivity monitoring and use of data dashboards for process improvement References: VA Handbook 5005/50 Part II Appendix G39. The full performance level of this vacancy is GS14. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. Need for moderate computer use.
