The Successful Applicant

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed the following provisions apply: Employees may be reassigned promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determination: Supervisory Social Worker GS13 Experience Requirement: You must possess one year of experience equivalent to the GS12 grade level. Examples of specialized experience include but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and nonprofessional staff including support staff and professional staff at the GS12 grade level (or equivalent) and below responsible for the professional and administrative management of an area in a social work service in a care/product line or multiple facilities providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to the experience above you must demonstrate the following Knowledge Skills and Abilities: Ability to independently organize work set priorities and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision consultation negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority manage priorities coordinate work and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems develop and implement solutions that result in efficient operations and use data effectively to manage workload quality performance and productivity within the service. Ability to provide staff training and development. Assignment. For all assignments above the full performance level the higherlevel duties must consist of significant scope complexity (difficulty) and variety and be performed by the incumbent at least 25 of the time. Supervisory social workers at theGS13 grade level typically supervise professional and nonprofessional staff. They are responsible for the professional and administrative management of an area in a social work service in a care/product line or across multiple sites (e.g. multidivision facilities and CBOCs). Incumbent may also provide direct clinical services.
