Basic Requirements: United States Citizenship: You must be a U.S. Citizen to apply for this job. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. sect 7403(f). Education: Persons hired or reassigned to a social worker position in the GS0185 series in the VHA must Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure/Certification Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Social work Case Management and Psychotherapy Experience Mental Health Experience Data Management Managing Staff Managing a Mental Health Outpatient Clinic Grade Determinations:Must have at least one year of experience equivalent to the GS12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgement. Candidate may have certification or other postmasters degree training from national recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. Demonstrated Knowledge Skills and Abilities (KSAs). In addition to the experience above candidates must demonstrate all of the following KSAs:a) Ability to independently organize work set priorities and meet multiple deadlines.b) Skill in a range of supervisory duties which includes clinical supervision consultation negotiation with other departments and quality improvement.c) Ability to ensure provision of clinical social work services by supervised social worked.d) Ability to delegate authority manage priorities coordinate work and follow up on pending issues to complete duties in an accurate and timely fashion.e) Ability to analyze organizational and operational problems develop and implement solutions that result in efficient operations and use data effectively to manage workload quality performance and productivity within the service.f) Ability to provide staff training and development. Assignment:For all assignments above the full performance level the higherlevel duties must consist of significant scope complexity (difficulty) and variety and be performed by the incumbent at least 25 of the time. Supervisory Social Workers as the GS13 level typically supervise professional and nonprofessional staff. They are responsible for the professional and administrative management of an area in a social work service in a care/product line or across multiple sites (e.g. multidivision facilities and CBOCs).
