The Successful Applicant
Federal experience is not required. The experience may have been gained in the public sector private sector or Volunteer Service. One year of experience refers to fulltime work parttimework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS (All GRADES): A Degree in behavioral or social science or related disciplines appropriate to the position. OR A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field AND SPECIALIZED EXPERIENCE IR01: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service. Specialized experience for this position includes: 1 year of substantive supervisory or program management experience at the GS13 or GS14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience MUST be sufficient to demonstrate: Experience applying management techniques methods theories principles and labor relations concepts sufficient to assure optimum utilization of personnel equipment and space and to accomplish program objectives through combined technical and administrative oversight Experience planning directing and evaluating work of subordinate managers employees and/or others Experience applying appropriate operations policies applicable laws regulations rules practices procedures and techniques sufficient to provide oversight and direction in the planning development and implementation of the technical aspects of programs directly related and/or specific to the position being filled Experience applying budget and fiscal methods used in establishing and maintaining an organization Experience working on major programs segments organizational structures and/or functional responsibilities specific to the position being filled Experience writing and presenting technical materials which clearly communicates data results and outlines impact of possible process changes or actions for senior executive leadership decision making Experience managing and facilitating workgroup interactions which resulted in team synergy that increased quality and range of work performed. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement by the cutoff date) specified in this job announcement current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate known as time after competitive appointment.
