The Successful Applicant
BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9) as amended by section 205 of Public Law 106419 enacted November 1 2000. To qualify for appointment as a social worker in VHA all applicants must meet the following: a. Citizenship. Be a citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 section A paragraph 3g this part). b. Education. Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. c. Licensure. Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your states requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Social Worker (Program Coordinator) GS12 (1) Experience and Education. One year of experience equivalent to the GS11 grade level. Experience must demonstrate possession of advanced practice skills and judgment demonstrating progressively more professional competency. Candidate may have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. (3) Demonstrated Knowledge Skills and Abilities. In addition to the experience above the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation negotiation and monitoring. (b) Knowledge and ability to write policies procedures and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work setting priorities meeting multiple deadlines and evaluating assigned program area(s). (e) Ability to provide training orientation and guidance within clinical practice. References: VA Handbook 5005 Part II Appendix G39 Social Worker The full performance level of this vacancy is GS12. Physical Requirements: The physical demands of the work can very between minor and significant. The administrative work is primarily sedentary. There may be stress involved in dealing continually with persons in emotional distress and who may be uncooperative and occasionally assaultive. The work environment involves the risks or discomforts and precautions that are typical of a variety of work settings including (but not limited to) hospitals offices meeting rooms factories warehouses small businesses farming and grounds maintenance. There may be occasional risk of physical harm which may require special precautions and training. This position will require working in the community and frequent driving will be required to include transporting Veterans as needed. A valid drivers license will be required. Travel to other VA Black Hills Health Care sites will be required. Some work will be performed in an adequately lighted and climate controlled office. The incumbent may be required to assume an irregular tour of duty which may include evening hours and weekends on an as needed basis
