AREAS OF CONSIDERATION:Area 1: All On Board Permanent Title 5 Federal Employees within the Oregon National GuardArea 2: All On Board Permanent Title 32 Technicians within the Oregon National GuardArea 3: All current nonpermanent Federal Technicians/Employees of the Oregon National GuardArea 4: All current or reemployable Federal EmployeesArea 5: U.S. Citizens ADDITIONAL CONDITIONS OF EMPLOYMENT: 1. Masters in Social Work from an institution accredited by the Council on Social Work Education is highly desired. Other mental health degrees and training as identified in AFI 44119 (Medical Quality Operations) are acceptable. Candidate must be a fully qualified Mental Health professional IAW AFI 44119. 2. Must be able to obtain and maintain the appropriate security clearance.3. This is a drug testing designated position. The incumbent is subject to random testing for drug use. 4. Selective Placement Factor: Possess a current unrestricted license to practice clinical social work independently in any one of the 50 states the District of Columbia Puerto Rico or the U.S Virgin Islands.5. Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility.6. A minimum of two (2) years within the past five (5) years in the independent practice of clinical social work is highly desired.7. Position requires Basic Life Support (BLS) in accordance with local MDG policies. Must be obtained with 6 months of onboarding.8. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.9. Incumbent may share oncall duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.10. This position may be identified as having regular contact with children requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.11. Completion of appropriate clinical and administrative duties may involve after hours care or work in addition to regular duty hours. GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS: he primary purpose of this series is to perform professional social work principles and competencies to provide mental health diagnosis treatment research consultation and preventive programs for individuals families groups and organizations in military communities. The series involves teaching supervising and directing clinical social work and related mental health programs. This series includes positions which require application of a professional knowledge in social work principles and practices and in the performance of assignments such as providing direct services to individuals and families. Also included are positions concerned with teaching social work conducting research on social work problems training of social work programs and providing consultation and advice to members of related professions and community organizations on social work concerns. Broadly speaking there are three major phases of activities that makeup the action sequence of the casework process namely: (1) identifying the problem (2) deciding appropriate action and (3) providing indicated services. In practice the whole informationdecisionaction sequence is integrated into continuous operating activity. In social work literature these steps are often called study diagnosis and treatment. The National Guard mandatory minimum educational qualification standard for GS018511 and GS018512 positions is Masters degree in Social Work from a graduate school of social work accredited by the Council on Social Work Education (CSWE). Administers clinical social work programs. Plans organizes and directs mental health services or departments. Provides social work services in mental health substance abuse Family Advocacy medical Exceptional Family Member Program and other professional military settings. Supervises mental health personnel and recommends policies pertaining to their training and development. Assesses and plans for the social and psychological needs of individuals families groups and organizations in the military community. Performs mental health evaluations and therapy. Applies and supervises application of social work procedures and techniques in evaluatingdiagnosing and treating psychological disorders. Provides individual and group therapy behavior modification and other evidence based treatment procedures in treating psychological disorders and in assisting individuals to achieve more effective personal and interpersonal adjustment. Provides consultation and support to leadership and other agencies on such problems as individual and group effectiveness interpersonal relations psychopathology and maladaptive behavior. Coordinates social work services and maintains liaison with military and civilian resources. Provides consultation on policies procedures and services to medical staff commanders base agencies volunteers major commands and other installations of assignment. Conducts and participates in research appropriate to professional training and expertise. Develops social work staff training programs to ensure uniformly high standards of social work personnel. One year equivalent to at least next lower grade level (GS11) is required. Specialized experience is that which equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Knowledge of social work theories principles techniques and resources with 24 months of experience in clinical social work assignments.
