The Successful Applicant

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship: Candidates must be a citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 section A paragraph 3.g this part.) English Language Proficiency: Social Workers must be proficient in spoken and written English in accordance with VA Handbook 5005 Part II Chapter 3 section A paragraph 3j. Education: Have a masters degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement. Note: A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Incumbent must be licensed or certified by a state at the advanced practice level which included an ASWB advanced generalist or clinical examination unless they are grandfathered by the state in which they are licensed to practice at the advance practice level (except for licenses issued in California which administers its own clinical examination for advanced practice. (1) Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS9 grade level. For the GS11 grade level and above the candidate must be licensed or certified. At the time of appointment the supervisor chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. (2) Failure to Obtain License or Certification. In all cases social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS0185 social worker series and may result in termination of employment. (3) Loss of Licensure or Certification. Once licensed or certified social workers must maintain a full valid and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS0185 social worker series and may result in termination of employment. Grade Determination: Social Worker Program Manager GS18513 (Above Full Performance Level) Experience: Candidates should have experience that demonstrates possession of advanced practice skills and judgment with at least two (2) years in an area of specialized social work practice. A doctoral degree in social work from a school of social work may be substituted for the required 1 year professional social work experience in a clinical setting. At least one (1) year of experience should be equivalent to the GS12 grade level. Qualifying GS12 grade level experience includes but is not limited to: oversee the daily operation of the program develop policies and procedures for program operation and prepare reports and statistics for facility VISN and national use. Be responsible for the programs budget developing and monitoring staff compliance with practice standards and guidelines on documentation workload data entry ethical practice and service delivery. Provide analysis and evaluation of clinical program data and computerized programs to identify systemwide trends and needs to enhance the quality of service. Be responsible for or contribute to the programs resource and fiscal management monitoring control points developing the annual budget operating within that budget and accounting for appropriated funds. Administratively be responsible for the clinical programming and prepares reports and statistics for facility VISN and national use. AND Demonstrated Knowledge Skills and Abilities. In addition to the experience above the candidate must demonstrate the following KSAs: (1) Skill in coordinating and implementing one or more specialty program(s) across the facility. (2) Skill in local policy and practice development procedures and/or practice guidelines for the program as prescribed by the program handbook or national directive. (3) Skill in organizing work setting priorities meeting multiple deadlines and evaluating assigned program area(s). (4) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (5) Ability to provide the full range of supervisory duties including assignment of work to be performed performance evaluations and selection of staff training and recommendation of awards advancements and when appropriate disciplinary action. (6) Ability to oversee the fiscal matters of the functions supervised (including fund controls contracts and equipment expenditures) forecast resource and equipment needs and administer the allocated budget. (7) Knowledge of organizational structure and impact on program operations. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Candidates with prior VA Suicide Prevention or similar enhanced risk assessment and intervention experience as well as prior VA supervision experience are preferred. The actual grade at which an applicant may be selected for this vacancy is in the range of GS13.
