The Successful Applicant

You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS (INDIVIDUAL OCCUPATIONAL REQUIREMENTS/IOR) ALL GRADES: STATISTICIAN (DATA SCIENTIST) (1530) ALL GRADES: You must have a degree that included 15 semester hours in statistics (or in mathematics and statistics provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences medicine education or engineering or in the social sciences including demography history economics social welfare geography international relations social or cultural anthropology health sociology political science public administration psychology etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods e.g. courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR A Combination of education and experience that includes courses as shown above plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling (b) collecting computing and analyzing statistical data and (c) applying statistical techniques such as measurement of central tendency dispersion skewness sampling error simple and multiple correlation analysis of variance and tests of significance. ECONOMIST (0110) ALL GRADES: You must have a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics accounting or calculus. OR A combination of education and experience including courses equivalent to a major in economics as shown above plus appropriate experience or additional education. Examples of qualifying experience include individual economic research assignments requiring planning information assembly analysis and evaluation conclusions and report preparation supervisory or project coordination assignments involving a staff of professional economists and requiring the evaluation and interpretation of economic information or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results (2) direction of graduate theses in economics or (3) service as a consultant or advisor on technical economics problems. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics industrial surveys management of individual business enterprises including farms industrial planning writing or editorial work in economic subjects and financial market analysis. OPERATIONS RESEARCH ANALYST (1515) ALL GRADES: You must have a degree in operations research or at least 24 semester hours in a combination of operations research mathematics probability statistics mathematical logic science or subjectmatter courses requiring substantial competence in collegelevel mathematics or statistics and at least 3 of the 24 semester hours must have been in calculus. Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research e.g. Engineering (usually Industrial Engineering) Science Economics Mathematics Statistics or Management Science. The following are illustrative of acceptable courses: optimization mathematical modeling queueing theory engineering physics (except descriptive or survey courses) econometrics psychometrics biometrics experimental psychology physical chemistry industrial process analysis managerial economics computer science measurement for management mathematical models in social phenomena and courses that involved application of operations research techniques and methodologies to problems of management marketing systems design and other specialized fields or other comparable quantitative analysis courses for which collegelevel mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified. DATA SCIENTIST (1560) ALL GRADES: You must have a bachelors or higher degree in mathematics statistics computer science data science or other field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR A combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above plus additional education or appropriate experience. SOCIAL SCIENTIST (0101) ALL GRADES: You must have a degree in behavioral or social science or other related disciplines appropriate to the position. OR A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND SPECIALIZED EXPERIENCE IR04: In addition to the basic requirements you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques methods theories principles or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager team lead or project/program lead technical advisor or senior specialist/analyst that included managing resources providing support to managers mentoring team members providing day to day guidance training and/or oversight of peers or others. Experience applying regulations other official guidance and principles including the latest procedures and techniques sufficient to oversee the planning development and implementation of the technical aspects of programs specific to the position being filled.
