The Successful Applicant
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a masters degree in social worker from a school of social worker fully accredited by the Council on Social Work Education (CSWE). Licensure: Persons hired or reassigned to social worker positions in the GS185 series in VHA must be licensed or certified by a state to independently practice social work at the masters degree level. Physical Requirements: See VA Directive and Handbook 5019. Preferred Experience: 2 years of leadership experience Familiarity with homeless services provided through the VA including current policies and procedures related to HUD/VASH as well as performance measures set by VA Central Office Knowledge of Housing First Harm Reduction and Trauma Informed Care principles and of the impact of substance use and mental illness on homelessness. Demonstrated experience with building community collaborations and partnerships. Knowledge of Homeless services provided through the VA ability to implement current policies and procedures that relate to HUD/VASH be able to meet performance measures set by Central Office and must be able to complete the administrative duties associated with a supervisor position. Understand Housing First and Harm Reduction good communication skills and professionalism while working with the community and other services has experience working in rural and urban areas demonstrate flexibility and changing priorities and demonstrate understanding of how substance abuse impacts homelessness. The applicant must be able to work with a complex Veteran population. Grade Determinations: Supervisory Social Workers. For supervisors grades are determined by the scope of responsibility the complexity of the social work services provided by supervises the composition of the staff supervised (e.g. professional staff multidisciplinary staff tours of duty geographical disbursement etc.) and the amount of time spent in personnel management functions. Experience Education and Licensure. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. In addition the candidate must demonstrate the professional KSAs below. GS12 Supervisory Social Worker. At the GS12 grade Supervisory Social Workers typically have significant personnel management responsibilities for a small to medium size professional and nonprofessional staff including support staff and professional staff at the GS11 grade level and below. They are responsible for the professional and administrative management of an area in a social work service in a care line or multiple facilities. They also provide direct clinical services with or without program coordination responsibilities. Demonstrated Knowledge Skills and Abilities 1. Ability to independently organize work set priorities and meet multiple deadlines. 2. Knowledge of supervisory duties which includes clinical supervision consultation negotiation with other departments and quality improvement. 3. Ability to ensure provision of clinical social work services. 4. Ability to provide staff training and development. 5. Skill in interpersonal relationships in dealing with employees team leaders and managers. Position is primarily inside requiring working alone and closely with others.
