The Successful Applicant
To qualify for this position applicants must meet all requirements by the closing date of this announcement 12/31/2024 TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation but must have been held in the Federal service. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Individual Occupational Requirement: In order to meet the basic requirement of the Social Science Analyst 0101 series you must possess one of the following: 1. Degree in behavioral or social science or related disciplines appropriate to the position. or 2. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or 3. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: In addition to meeting the Individual Occupational Requirement you must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Applying research principles and methods in a scientific or interdisciplinary area related to sociology psychology leadership development organizational studies or public health. Collecting and analyzing data using established qualitative and quantitative methods including knowledge and skill in using online data collection software systems (Verint Qualtrics or CSharp) and statistical computation systems (SPSS or R). Translating analytic results into policy and program recommendations to advise decision makers on indicators related to effective leadership development and for use in the recruitment and selection of VA/VHA employees using leadership programs/resources. Developing and implementing datainformed survey tools and metrics to evaluate the effectiveness of VA/VHA leadership development programs and measure leadership career aspirations of the VA/VHA workforce. Building and testing multivariate statistical models to project succession planning pathways forecast pipeline development needs and assess the impact of VA/VHA leadership programs. Preferred Education: Possession of a masters degree or above in a scientific or interdisciplinary area related to sociology psychology leadership development organizational studies or public health with coursework emphasis in scientific research principles and methods (statistics theoretical foundations qualitative/quantitative research methods). You will be rated on the following Competencies for this position: Research Knowledge of the scientific principles methods and processes used to conduct a systematic and objective inquiry including study design collection analysis and interpretation of data and the reporting of results. Organizational Awareness Knows how social political organizational and technological systems work and operates effective within them. This includes the policies procedures rules and regulations of the work unit or organization. Communications Effectively expresses information to multiple audiences through clear convincing oral and written communications demonstrates logical thinking when describing facts and concepts and shapes communications to meet the needs of a specific audience actively listens to others and demonstrates understanding of their comments and/or questions. Human Factors Knowledge of the principles methods and tools used to identify and apply information about human behavior abilities limitations and other characteristics to the design of tools machines systems tasks jobs and environments for effective human use. Knowledge Management Knowledge of the value of collected information and the methods of sharing that information throughout an organization. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religions spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. The work is conducted in home office/office conference or training room settings which are adequately lighted heated and ventilated. Occasional travel may be required to attend meetings and conferences.
