The Successful Applicant
To qualify for this position applicants must meet all requirements by the closing date of this announcement 12/19/2023. TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements by the closing date of this announcement. For a GS15 position you must have served 52 weeks at the GS14. The grade may have been in any occupation but must have been held in the Federal service. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Note: TimeInGrade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Possess knowledge and experience with homeless and under served populations in a community setting. AND Individual Occupational Requirement (IOR): Must possess the basic IOR listed below to qualify for this position. IOR Education: A behavioral or social science degree or related disciplines appropriate to the position. OR IOR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR IOR Combination Education and Experience: Education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience Requirement: Must possess 1 year of specialized experience equivalent to GS14 which includes the following examples. Develops and implements Departmentwide policies regulations and plans for VAs HCHV Program associated with the provision of outreach case management coordinated entry activities supportive services and housing assistance to homeless Veterans. Develops and refines regulations to define implement and improve the programs under the HCHV program. Identifies impediments overlaps or negative incentives in existing legislation or regulation acting to have them modified or deleted and responds to inquiries from Congressional staff concerning the HCHV Program developing cost estimates as required. Work in a collaborative manner with other Federal partners as well as other local government agencies as well other interested parties and communitybased providers. This work may involve development of joint policy guidance training materials data collection performance metrics etc. Conduct analyses of records guidelines manuals and directives in addition to standardized data and makes recommendations on developing new methods to implement programs making addendums to programs or tracking or monitoring services. Develop implementation plans white papers program directives and manuals program business plans decision memos VHA performance measures reports staff justification documents program directives and publicly released brochures and program fact sheets as they relate to HCHV. Develop and inclusion of the HCHV budget proposals into the overall budget package of the VHA Homeless Program and develop review and submit budgetary requirements and contractual obligations taking positive action to identify and resolve potential conflicts. Develop clinical program models that are pertinent to the unique nature of a particular HCHV initiative including Housing First or supportive housing models and vocational development plans for workbased therapeutic programs. Plans work to be accomplished by subordinates sets and adjusts priorities and prepares schedules for completion of work. Provides advice counsel or instructions to employees on work and administrative matters. You will be rated on the following Competencies for this position: Planning an Evaluating Leadership Decision Making Customer Service Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religions spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands. It may involve some walking standing bending or carrying of light items. The incumbent must be able to perform oral and written communications. The work will include travel throughout the nation in coordination with the needs of the program.
