Basic Requirements: United States Citizenship: Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement Per VA Handbook 5005 Part II Chapter 3 Section A Paragraph 3j: No person will be appointed under authority of 38 U.S.C. chapter 73 or 74 to serve in a direct patientcare capacity in VHA who is not proficient in written and spoken English. Education: Have a masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure: Persons hired or reassigned to social worker positions in the GS0185 series in VHA must be licensed or certified by a state to dependently practice social work at the masters degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Drivers License: Persons hired must hold and maintain a valid drivers license. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker GS12 Experience and Education: Experience/Education. The candidate must have at least one year of experience equivalent to the GS11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Demonstrated Knowledge Skills and Abilities: In addition to the experience above the candidate must demonstrate the following KSAs: Ability to independently organize work set priorities and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision consultation negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees team leaders and managers. Assignment. For all assignments above the full performance level the higherlevel duties must consist of significant scope complexity (difficulty) and variety and be performed by the incumbent at least 25 of the time. At the GS12 grade level supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and nonprofessional staff including support staff and professional staff at the GS12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service in a care/product line or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: Certified COR LICSW/LCSW Drivers License Experience with Homeless populations Licensed or certified by a state to practice social work at the advanced practice masters degree levels required. Mental Health experience working with patients with acute chronic and traumatic illnesses/injuries and an ability to formulate effective treatment plans preferred. Case Management experience providing community resources and referral services to patients with multiple complex psychosocial/mental health issues or persistent challenges preferred. Experience working as a member of a interdisciplinary team utilizing a teambased approach preferred. The actual grade at which an applicant may be selected for this vacancy is in the range of GS12. Physical Requirements: The physical demands of this position involve active listening reading observing and evaluating verbal and nonverbal behavior walking speaking bending carrying light items such as paper books small parts writing reports writing clinical notes using office equipment such as computers telephones fax machines photocopy machines and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless population. Strenuous physical activity is not required.
