The Successful Applicant
To qualify for this position applicants must meet all requirements by the closing date of this announcement 09/09/2024. TimeInGrade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet timeingrade requirements by the closing date of this announcement. For a GS15 position you must have served 52 weeks at the GS14. The grade may have been in any occupation but must have been held in the Federal service. An SF50 that shows your timeingrade eligibility must be submitted with your application materials. If the most recent SF50 has an effective date within the past year it may not clearly demonstrate you possess oneyear timeingrade as required by the announcement. In this instance you must provide an additional SF50 that clearly demonstrates oneyear timeingrade. Note: TimeInGrade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Degree: behavioral or social science or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SELECTIVE PLACEMENT FACTOR (SCREENOUT) A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. The SPF for this position is: Supervisory experience experience in project management oversight of programs to promote forward the execution of highlevel enterprisewide projects. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Expert knowledge of understanding of and experience in utilizing professional expertise in developing and directing federal healthcare treatment programs with demonstrated understanding and navigation of social sciencerelated strategic priorities in order to integrate new programs into existing infrastructures Mastery Knowledge of advanced management and organizational principles and practices along with a comprehensive knowledge of planning programming and budgeting regulations guidelines and processes sufficient to expand and narrow the barriers of studies as needed Expert ability to communicate effectively both orally and in writing negotiates complex issues controversial subjectmatters and skill in maintaining good working relations Skill in establishing and maintaining effective working relationships with a variety of individuals and groups some of whom have opposing views from the organization and where the incumbent must defend the developed policy or point of view in the face of heavy criticism.. Preferred experience: Experience developing national training and education recommending policy programming and planning actions and strategic guidance for a national initiative and experience translating new initiatives into educational resources and/or national programs or projects You will be rated on the following Competencies for this position: Leadership Managing Human Resources Organizational Awareness Planning and Evaluating Communications Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religions spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience. Note: A full year of work is considered to be 3540 hours of work per week. Parttime experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary. There is some walking standing bending and carrying of light items such as books papers and files.
