The Successful Applicant

VA Health Professional Trainees (HPT) only: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to the past current and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VApaid or Without Compensation (WOC). Basic Requirements: United States Citizenship. Noncitizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Masters degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the masters degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accrediation to verify that the social work degree meets the accreditation standards for a masters of social work. (UNOFFICIAL TRANSCRIPT REQUIRED). Licensure. Persons hired or reassigned to social worker positions in the GS185 series in VHA must be licensed or certified by a state to independently practice social work at the Advanced Practice level. Social workers must be proficient in spoken and written English in accordance with VA Policy. Grandfathering Provision (Basic Requirement Only). All persons employed in VHA in this occupation on the effective date of this qualification standard (September 10 2019) are considered to have met all qualification requirements for the title series and grade held including positive education and licensure or certification that are part of the basic requirements of the occupation. Grade Determinations: In addition to the basic requirements of employment the following criteria must be met when determining the grade of candidates. Creditable Experience: To be creditable the experience must have required the use of knowledge skills abilities and other characteristics associated with current professional social work practice. The experience or education must be postMSW degree. Experience and education satisfying this requirement must be active professional practice which is paid/nonpaid employment as a professional social worker as defined by the appropriate state licensing board. Experience is only creditable if it is obtained following graduation with a masters degree in social work and if it includes work as a professional social worker directly related to the position to be filled. Qualifying experience must also be at a level comparable to social work experience at the next lower level. Parttime experience as a professional social worker is creditable according to its relationship to the fulltime workweek. Fellowships or PostGraduate Training. Fellowship and postgraduate training programs are typically in a specialized area of clinical practice i.e. group or family practice. Training as a fellow or postgraduate may be substituted for creditable experience on a yearforyear basis. Experience Education and Licensure (GS12 Program Coordinator): Program Coordinator Social Workers have experience that demonstrates possession of advanced practice skills and judgment. Must have one year must be equivalent to the next lower level (GS11). Experience must demonstrate possession of advanced practice skills and judgment demonstrating progressively more professional competency. Candidate may have certification or other postmasters degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge Skills and Abilities: In addition the candidate must demonstrate the professional KSAs described below: Knowledge of program coordination and administration which includes consultation negotiation and monitoring. Knowledge and ability to write policies procedures and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work setting priorities meeting multiple deadlines and evaluating assigned program area(s). Ability to provide training orientation and guidance within clinical practice. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands exercise patience and control emotions with reasonable accommodation if necessary without endangering the health and safety of the applicant or others. Position requires walking throughout the clinic and the Medical Center standing for extended periods of time and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams.
